Document: Renegotiated Contract For School Managers Union

The 15-person union includes principals and directors, but does not include the school superintendent or assistant superintendents.

AGREEMENT BETWEEN THE PORT CHESTER/RYE USFD BOARD OF EDUCATION and the PORT CHESTER SCHOOL ADMINISTRATORS AND SUPERVISORS ASSOCIATION 2012-15

Whereas, the PCSASA acknowledges that the Port Chester-Rye Union Free school district faces unprecedented fiscal challenges, and whereas the PCSASA is committed to preserve programs that ensure comprehensive educational experiences for the children in our care, and whereas the PCSASA
acknowledges its critical role in providing leadership in the district to maintain all existing programs, the PCSASA hereby agrees to significant salary and health concessions in the agreement set forth herein. All the terms and conditions of the current collective bargaining agreement shall remain in full force and effect,
except as changed below:

A. SALARY & STIPENDS
Each step of the salary schedule shall be increased as set forth below
2012-13 1.0%
2013-14 1.0%
2014-15 1.0%
During the term of the agreement unit members shall not receive step advancement. This provision sunsets
on June 30, 2015.

B. HEALTH INSURANCE
The SWSCHP program will be the maximum program available at current reimbursement rates. Members
may “pay up” to Aetna or Oxford plans at their option effective 2012-15.

C. OTHER
In return for these concessions, the board offers:
1. Twelve month employees will receive 2 additional vacation days per member.
2. Eleven month employees will work 18 days during the summer months rather than 20.
3. All contract language other than necessary date changes remain in effect.
4. During the term of this agreement the board acknowledges that every effort will be made to use
the savings to save member jobs.
5. In this three year agreement, the 1.0% annual salary increase is a minimum. Each February 15th of the contract, the Board and unit will examine financial circumstances and negotiate a commensurate percentage increase if there is a significant increase in state aid or lifting of the tax levy limit of Education law section 2023-a or a significant increase in assessed property valuation or other source of enhanced revenue.
6. Should financial circumstances improve significantly during the term of the agreement; the board will reexamine restoration one or more of the administrative positions eliminated in the last five years. The Board of Education acknowledges that these positions are more critical than ever in consideration of the increasing responsibilities resulting from increasing enrollment, the growing
complexity of student needs, the administrative responsibilities and challenges related to teacher evaluations, improvement plans, tenured and non-tenured observations, documentation associated with Response to Intervention (July 1, 2012) Academic Intervention Services (ongoing), Data
Driven Instruction (July 1, 2011), Annual Professional Performance Review (July 1, 2011), NYSED Student Learning Objectives (July 1, 2012), Dignity for All Students Act (July 1, 2012), Reauthorization No Child Left Behind (July 1, 2012), Common Core implementation (July 1, 2012), Medicaid reporting (July 1, 2011) and providing enriched in-house special education programs to students formerly assigned to out-of-district placements (ongoing).
7. This agreement is subject to ratification by the Board of Education and the membership of the PCSASA.
