The village has the ability to cover up its rise in expenditures by jacking up fees for things like parking, permits, and the like. The school district have no choice but to present and explain its rise in expenditures. The taxpayer has to be smart enough to understand that the rise is unavoidable and reasonable given economic circumstances.
